This project consists of the design and construction of a new free-standing judicial facility to meet the current and future program needs of the court system. The site is the existing Pendleton County Courthouse site located out of the central business district of Falmouth and is located in the suburban area of Falmouth on U.S. 27. The reason for the location is to place the new facility out of the flood plain that plagues the central business district. The site is generally flat at the U.S. 27 level but then slopes down gently to the rear of the site. The topography of the site allows for a lower level entrance for staff and for the Sally Port access. All necessary utilities including electric, gas, water and sanitary sewer are readily available at the site. Storm water sewers do not exist. However a natural stream is located adjacent to the site in which storm waters currently flow. The building space program allocation includes one district court, one family court and one circuit court with judges’ chambers, jury rooms and related support spaces. Also included is space for a law library; prisoner handling; grand jury; Circuit Clerk offices; Court designated Worker; Pre-trial Services and Drug Court. The site development includes fenced and gated secure judges’ parking, as well as parking for the court staff and parking for the public. A vehicle drop-off area is provided at the front entry to unload passengers before moving on to park. The building is set back off U.S. 27 to create spaces for a monumental front courtyard. Trash disposal and Sally Port access is accessed from the rear of the building.
