The Warren County Justice Complex is composed of three separate, but related Detention facilities and a $27 million Justice Center, all within a two-block area of downtown Bowling Green. The core detention facility is a 225-bed, full-service Regional Jail. Being full-service allows the housing of pre- and post-adjudicated maximum through minimum custody adult inmates. Construction is slab on grade with mortar and rebar-filled concrete block walls, with a brick facing and hollow core concrete slab deck. The majority of housing is in dorms, with single bunk (isolation and detoxification) and double-bunk cells, making up the rest. Program areas include classrooms, two gymnasiums, library, outdoor recreation, conference and visitation. The construction of this facility was completed in 1989 at a cost of $3,737,304. The second detention facility is a 144-bed Restricted (minimum) Custody Center. This building houses state convicted Class D felons from Warren County and throughout the state. Housing is provided in four 36-bed dorms. Like the full-service jail, housing units are stacked in a pod arrangement with the control rooms situated on the main level, allowing both the upper and lower pods to be viewed. The program space consists of conference, outdoor recreation, visitation and multi-purpose rooms along with a gymnasium. Construction is slab on grade with concrete black walls, with a brick facing and a concrete hollow core slab deck. Interior walls in non-inmate sleeping pods are drywall on metal studs. Commercial grade finishes are being used throughout to lessen the cost of construction. Construction was completed in April of 1998, at a cost of $2,206,000. The third detention building is a 160-bed addition to the core facility. Like the Restricted Custody Center, the addition is joined to the core facility by a secure corridor for use by staff and inmates and for the transportation of food, laundry and other necessities.
